Tuition Free Higher Education and
Civil Responsibility Act
We, the adult Citizens of the United States of America, hereby declare that an educated citizenry is the foundation of our Republic of the People, by the People, and for the People.
George Washington stated in his farewell address to the People of the United States of America:
“Promote then, as an object of primary importance, institutions for the general diffusion of knowledge. In proportion as the structure of government gives force to public opinion, it is essential that public opinion should be enlightened.”
Expanding on Washington’s quote, the authors of the Constitution of California wrote the following in a preface to the voters of California in 1849:
“No People were ever enslaved, who knew and dared maintain the co-relative rights and obligations of free and independent citizens. Knowledge of the laws, their moral force and efficacy, thus becomes an essential element of freedom, and makes public education of primary importance.”
“In this view, the Constitution of California provides for and guarantees in the most ample manner, the establishment of common schools, seminaries, and colleges, so as to extend the blessings of education through the land, and secure it’s advantages to the present and future generations.”
They further stated that the Citizens: “must keep a watchful eye on the operations of their government, and hold to strict accountability , those to whom power is delegated. The price of liberty is eternal vigilance.”
Therefore; we further declare that all public Community Colleges, State Colleges, and State Universities located within the territory of the United States shall provide a Federally funded tuition free education to their students and that 20 year United States Treasury loans shall be made available for all full or part time students. These loans shall be provided on a not for profit basis by the Treasury of the United States of America and the interest rate shall not exceed the actual cost of administering these loans. All existing student loans held by any financial institution shall also be transfered to the United States Treasury by this Act,
As the primary purpose of this act is to promote an educated Citizenry as the foundation of our Republic, one ungraded student participation class per day in matters relevant to current local, State, and Federal government issues shall be required for all public school students from the 7th thru the 12th grades, and one ungraded student participation course per quarter or semester must be taken in classes related to current government affairs by all students enrolled in public institutions of higher education.
Upon being approved and ratified by a majority of the adult Citizens of the United States of America, this Act shall immediately become law.
I am an adult Citizen of the United States of America, and I hereby approve and ratify this Act.
